ePMS, an On-line Project Management System for Bihar tracks the projects involving investment 100 crore to 1000 crore. It enhances the efficiency, bring transparency and improve the communication between industries to Government and State to Centre or vice versa. It automates the entire tracking of stalled investment projects in the context of the bottlenecks. Industries can submit their projects with issues after creating their login credentials. When any project with issues is being added by an industry to the State PMG, the portal shall automatically push the data to the respective ministries at the state level. Once the project is being endorsed by State level Nodal Officer, it shall also be automatically routed to the Central PMG, if there are any issues/bottlenecks related to Govt. of India. Industries get the immediate response from the automatic mailer and they can see the current status of concerned projects through this platform immediately after the subgroup meeting is over if the decision being entered on-line”

In this context, a Training workshop on ePMS On-line Project Management System Portal was organized for Govt. of Bihar at NIC training Centre, Patna. For providing e-PMS workshop training  team consisting of Sh. D. C. Bijalwan Under Secretary , Govt. of India, Sh. Vinod Kumar J Scientist ‘B’ and  Sh. Vijay Tiwari, Scientific Officer(SB) had visited  Patna, Bihar.

The workshop training program was inaugurated at Patna Secretariat. Training program was inaugurated by  Anjani Kumar Singh, Chief Secretary, Govt. of Bihar. Other presentees in the program were Sh. N.K. Singh, IAS, Development Commissioner, Govt. of Bihar and Sh. Pankaj Kumar, IAS, Secretary, Planning Department along with nodal officers and IT managers of different departments of Govt. of Bihar.

Welcome speech was given by Sh. Pankaj Kumar. IAS, Secretary, Planning Department. Sh. N. K. Singh, IAS, Development Commissioner, Govt. of Bihar has also given his views on requirement of      e-PMS system. Sh. Bijalwan, Under Secretary, Govt. of India has given a brief presentation on e-PMS. Sh. Anjani Kumar Singh, Chief Secretary, Govt of Bihar has concluded the session followed by audio video presentation on e-PMS. Chief Secretary has emphasised on using the e-PMS portal as it may help in reducing the time spend for  resolving the stalled projects related issues. He also added that e-PMS is part of e-Governance.

Second session Training program started at 12:30PM at NIC training Centre, Patna. Demo on e-PMS was given by Sh. Vinod Kumar J, Scientist 'B'. Whereas Hands on for Sponsoring Ministry Module, Recipient Ministry Module and Monitoring Ministry Module was given by Sh. Vinod Kumar J and Sh. Vijay Tiwari. The session was attended by nodal Officers of 9 ministries along with their IT managers

Training program was facilitated by the NIC, Bihar. Training Program was coordinated and attended by Shri Santosh Kumar STD & SIO NIC, Bihar and Shri Narendra Kumar, Scientist C, NIC Centre, Bihar as well.

On second day i.e. 5th September 2014, the session was attended by nodal Officers of 10 ministries along with their IT managers. Demo on e-PMS was given by Sh. Vijay Tiwari, Scientific Officer (SB). Whereas hands on for Sponsoring Ministry Module, Recipient Ministry Module and Monitoring Ministry Module was given by Sh. Vinod Kumar J and Sh. Vijay Tiwari.

The admin module was explained by Sh. D. C. Bijalwan and Sh. Vinod Kumar J to the PMG group members of Govt. of Bihar, followed by hands on session under the assistance of Sh. Vinod Kumar J and Sh. Vijay Tiwari. Admin module  includes accept/reject/referred back the project/issues submitted by the sponsoring and recipient ministries, generating and sending agenda on-line, entering decision on-line when the PMG subgroup meeting is going on, generating various types of reports and graphical charts for monitoring purpose. In the technical session, requirement of admin module, functional role and responsibility were elaborated in detail.
