ICT Contributions by NIC Assam for the Assam Legislative Assembly General Elections 2026
The National Informatics Centre (NIC) has been an indispensable partner to the State Government for the conduct of elections in Assam since 1990. For the Assam Legislative Assembly General Elections 2026 too, NIC Assam led the ICT initiatives. Polling was held on 9 April 2026, with vote counting on 4 May 2026, covering 126 constituencies across 35 districts and approximately 2.49 crore eligible voters.
With a dedicated team of District Informatics Officers (DIOs) and Additional District Informatics Officers (ADIOs) stationed at all 35 district units, with assistance of state centre comprehensive technical support was provided to the entire election machinery throughout the election cycle from pre-poll preparations to poll day, vote counting and final declaration of results.
NIC provided the backbone connectivity through NICNET, ensuring dedicated and backup internet at all election offices. Network availability was closely monitored on poll and counting days and NIC's video conferencing services facilitated planning meetings, reviews, and trainings across the state.
The flagship Polling Personnel Management System (PPMS) built by NIC Assam managed the end-to-end deployment of election personnel. It performed three stages of algorithmic randomization — selecting personnel, assigning them to constituencies and allocating them to polling stations, all conducted transparently before observers. It also generated appointment letters, training schedules and deployment documents for all constituencies.
NIC facilitated several Election Commission of India platforms including ENCORE for result operations, EMS for EVM management and randomization, ETPBMS for postal ballots for service personnel, ECI-Net PR for real-time presiding officer reporting, the QR-based ID card system for official identification, cVIGIL for Model Code of Conduct enforcement, ESMS for seizure monitoring, Observer Portal for ECI-deputed observers. Extensive and continuous training was conducted across the state by DIOs and ADIOs with NIC-identified Master Trainers imparting training to field-level officials.
NIC and its affiliated personnel worked round the clock and shoulder-to-shoulder with the State and District Administration contributing to the success of the election.
