On the occasion of the 16th National Voters’ Day - 2026, Shri Vinay Kumar Tiwari, District Informatics Officer (DIO), NIC, Nuapada District Centre, was felicitated under the “Best Election Management” category for his contribution to the successful conduct of the 71– Nuapada Assembly Constituency Bye-Election. The felicitation was conferred by Shri R. S. Gopalan, IAS, Chief Electoral Officer, Odisha, and Shri Madhusudan Padhi, IAS, State Election Commissioner, Odisha during the State-Level National Voters’ Day celebration held at the State Convention Centre, Bhubaneswar.

As District Informatics Officer and Nodal Officer, Shri Vinay Kumar Tiwari played an important role in strengthening the technological framework of the election process. He ensured timely dissemination of election-related information, effective management of ICT infrastructure, and all necessary cyber security precautions during critical phases of the election. His close coordination with the Election Commission of India (ECI) and the Office of the Chief Electoral Officer, Odisha, along with his support in operating and troubleshooting key applications of ECI and NIC such as cVIGIL, ENCORE, ETPBS, ERO-Net, PPMS, EMS, OEVTS, and ESMS, significantly strengthened monitoring, documentation, and real-time reporting, contributing to a free, fair, and transparent election.

In recognition of his sincere and dedicated service, a Certificate of Appreciation was conferred upon Shri Vinay Kumar Tiwari by the Office of the Chief Electoral Officer, Odisha. Shri Madhusudan Dash, IAS, Collector & District Election Officer, Nuapada appreciated the efforts of Shri Tiwari by acknowledging his professionalism, effective coordination, and commitment to technology-driven and transparent election management in the district.
