With the firm decision of Government of Odisha to go ahead with the allotment of licenses of about 1400 IMFL off shops and CS shops through eAuction platform of NIC, a one day workshop was conducted in NIC Bhubaneswar for District Informatics Officers of Odisha on 25th April 2013. The workshop was a joint effort of NIC Odisha and Excise department, Government of Odisha with the objective of imparting training to DIOs on eAuction process and domain knowledge on excise procedures so that the DIOs would act as resource persons in their respective districts and assist the Excise Superintendents for conducting workshops on eAuction at the district level.

On this occasion, DG, NIC Dr Y. K. Sharma addressed the participants through VC. He was joined by Shri A. Mohan DDG and Shri K. S. Raghavan, STD from Delhi.

Shri M. Manivannan, STD and Shri S.S.Selvan , Scientist C participated from NIC Chennai.

The workshop was attended by Principal Secretary Excise, Shri S. P. Thakur, IAS, Excise Commissioner  Shri Biswar Kumar Nayak, IAS, Excise Deputy Commissioner Shri Mrunalkanti , Excise Superintendents of Khordha, Nayagarh, Jharsuguda and Rayagada and DIOs of Odisha. Also OMEGA team represented by Shri Manoj Panigrahi and Ms. Rashmi Dash and consultant from Wipro Shri Nilesh Kadam was present. SPC was represented by Shri Trinath Behera, Deputy Manager.

In his welcome address DDG and SIO, NIC Odisha Shri S. K. Panda welcomed all participants and gave a brief presentation on the journey of eAuction so far in Government of Odisha.

DG, NIC Dr. Y. K. Sharma thanked Government of Odisha for giving an opportunity to NIC to execute this new initiative which has not been attempted by any other state of India. He recalled how Government of Odisha had initiated eProcurement Project way back in the year 2006-2007. He briefed how a small beginning in 2006  became so big during the years and how so many states and PSUs have adopted GePNIC for their procurement needs. He assured full technical support to Government of Odisha in their novel endeavor of allotment of excise shops through eAuction.

Principal Secretary Excise Shri Thakur spoke on the background of the project and thanked NIC for extending wholehearted support for implementation of the project. He hoped that this project would create a landmark for others to follow. He released the brochure on eAuction prepared for the occasion.

Shri Nilesh Kadam in his presentation stressed the very important role that is going to be played by the DIOs in the coming months to make the project a success.  

Shri Tapan Prakash Ray, TD and Shri Nihar Ranjan Biswal, PSA carried out the live presentation of eAuction system.

After live demonstration queries of the DIOs were answered by the Excise Commissioner and NIC team.
