The PAI Portal, conceptualized, designed and developed in-house by the NIC Team, enables holistic development assessment of nearly 2.65 lakh Village Panchayats, serving around 950 million rural residents. It brings unprecedented inter-ministerial convergence by integrating data across development, health, education, infrastructure and welfare sectors.

Through a standardized framework of 9 themes and 119 indicators, PAI enables localization of Sustainable Development Goals with local precision. The portal benchmarks Gram Panchayats, identifies critical development gaps and generates data driven development prescriptions to support actionable decision-making by local administrators and stakeholders at all levels of Governance.

PAI has transformed rural governance from intuition-based planning to evidence-based, data-driven decision-making. It empowers Panchayati Raj Institutions to prepare AI and data-backed Gram Panchayat Development Plans (GPDPs), ensuring targeted welfare delivery, fiscal accountability and measurable progress at the last mile.

Ms. Sunita Jain, Senior Director (IT) and HoD, Panchayati Raj Division, NIC, received the prestigious Gold Icon National e-Governance Award 2026 on behalf of NIC Team for the Panchayat Advancement Index (PAI) initiative.
