On the occasion of State Level celebration of the National Panchayati Raj Day on 24th April 2026 at Bolangir, two innovative web applications, namely e-Panchayat Sabha for Zilla Parishad and Panchayati Raj-Samikshya for the Panchayati Raj and Drinking Water Department were launched by Shri Mohan Charan Majhi, Hon’ble Chief Minister, Odisha in the gracious presence of  Shri Kanak Vardhan Singh Deo, Hon’ble  Deputy Chief Minister,  Shri Rabi Narayan Naik, Hon’ble Minister, Panchayati Raj & Drinking Water and Rural Development and Dr. Mukesh Mahaling, Hon’ble Minister, Electronics & Information Technology, Parliamentary Affairs and Health & Family Welfare. These digital solutions, designed and developed by the NIC, Odisha State Centre, Bhubaneswar mark a significant milestone in advancing digital governance, transparency, and accountability in Panchayati Raj Institutions (PRIs) across the State.

The application e-Panchayat Sabha for Zilla Parishad is a workflow-based meeting process at the Zilla Parishad (ZP) level, which aims at strengthening the process of conducting the meetings from scheduling to dissemination of minutes with improved communication mechanisms, record keeping, agenda management and MoM management. It enables real-time access to meeting proceedings, reduces paperwork, and ensures better governance through effective monitoring and implementation of development schemes & social welfare measures.

The Panchayati Raj-Samikshya application serves as a digital platform to streamline and strengthen the audit process of Panchayati Raj Institutions and other offices under the Panchayati Raj and Drinking Water Department, Government of Odisha. Covering the entire audit lifecycle, from scheduling audit programmes to the generation of final audit reports, the system enables real-time tracking of audit observations, compliance status, and report finalization. The technology-driven solution enhances transparency in fund utilization and strengthens financial discipline.

The state level launching event witnessed participation from Public Representatives, PRI members, Senior Government Officials, NIC Officials, and local citizens. The occasion reflected a strong commitment towards leveraging technology for inclusive and efficient governance.

The implementation of these applications marks a significant step towards the digital empowerment of Panchayati Raj Institutions and reinforces the commitment for fostering transparent, accountable, and responsive rural governance systems in Odisha.
