HP Milk Incentive Scheme Launched by Hon'ble Chief Minister, Himachal Pradesh


Sh. Sukhvinder Singh, Hon'ble Chief Minister Himachal Pradesh launched the Milk Incentive and Freight Subsidy Scheme to the Dairy Farmers and Cooperative Milk Societies on 4th October 2025 at Darlaghat in District Solan.
With an aim to strengthen the rural dairy economy and to ensure the timely assistance to the farmers, Milk Incentive to 8,000 Dairy Farmers and Freight Subsidy to the Cooperative Milk Societies was transferred using the DBT-enabled Milk Incentive Scheme application (https://genpmis.hp.nic.in/ahmis).
Milk Incentive Scheme is an end-to-end, work-flow based system using which farmers will receive an instant SMS notification through portal for the benefits transferred to their registered bank accounts. The farmers can also login into the portal through OTP authentication using their registered Mobile Number and can check the Milk Supplied Details, Payments & Deductions etc., if any by their respective Milk Societies and the Milk Incentive paid by the Government.
Under the special efforts to strengthen the milk production in the State, the scheme aims to support dairy farmers by providing a milk incentive of Rupees 3 per litre of milk supplied to eligible Non-Government Dairy Cooperative Societies. This incentive is being provided for the milk that meets the minimum prescribed quality standards and is being directly transferred to the beneficiaries' bank accounts to encourage milk production and ensure fair pricing.
The software solution has been developed by NIC Himachal Pradesh for the Department of Animal Husbandry, HP and is a paperless solution. It has interfaces for Department of Animal Husbandry, Banks, Treasuries, Milk Societies and Dairy Farmers as per their role. The software is integrated with State Budget and eBills software ensuring that no manual intervention is required at any stage.
