The Parliament Sub-Committee on Official Language reviewed the proceedings of NIC Odisha State Centre on 11th April 2015. The committee was represented by Honourable MPs including Dr. Prasanna Kumar Patsani, Dy. Chairman, Sri Laxmi Narayan Yadav, Dr. Sunil Baliram Gaikward and Sri Vashistha Narayan Singh as members, Shri Surajbhan, Secretary, Ms. Abhilasha Mishra, Hindi Officer and Shri Rajesh Jha, Committee  Assistant. Dr. Prasanna Kumar Patsani, MP, Lok Shabha, presided over the review meeting. Shri S.K. Panda, DDG & SIO, Odisha welcomed the Hon’ble MPs with Bouquets.

Main Points of Review include Position of Hindi Knowledge of Officers / Employee of NIC, Bhubaneswar, Status of officers / staff  having Proficiency / Working Knowledge in Hindi, Status of  General orders/ Notifications,  Contracts/ Agreements, Correspondence etc. issued in Hindi, Position of Bilingualism of Forms and Headings of Registers and Name Plates etc. under Rule 11 of Official Language Rules, 1976, Use of mechanical devices like Computers and software using Bilingual script, Expenditure incurred for purchasing books/ journals/ magazines in hindi etc.

 

At the end of the session Deputy Chairman, Hon’ble MP Dr. Patsani presented the  Booklet “COMPILATION OF ORDERS OF THE PRESIDENT ON THE FIRST EIGHT PARTS OF THE REPORT OF THE COMMITTEE” to SIO.

The committee recommended that

  • Training must be completed to remaining 29 employees of NIC Bhubaneswar within next 6 months
  • Now 28% work is being done in NIC, Bhubaneswar, It must be increased to 55%  within next 6 months
  • The correspondense with Govt. of Odisha may be done in Odia Language instead of English
  • NIC Bhubaneswar must participate positively with Town Official Language Implementation Committee

The display of  Software Brochures / Leaflets developed in Hindi organised by NIC was well appreciated.
