Cabinet Secretariat Initiative - e-PMS State Portal Launched for Andhra Pradesh on 25th July 2014, at Hyderabad by Anil Swarup, Additional Secretary

 Anil Swarup, Additional Secretary and Chairman of the Project Monitoring Group, Cabinet Secretariat, Govt. of India launched the State Level web portal ‘Online Projects Management System’ for Andhra Pradesh on 25th July 2014, at Hyderabad after Jharkhand, Odisha, Uttarakhand, Kerala, Chhattisgarh, Uttar Pradesh, Himachal Pradesh, Karnataka, Maharashtra, Puducherry, Assam, Madhya Pradesh and Gujarat. e-PMS, an online Projects Management System developed and managed by NIC, Cabinet Secretariat Informatics Division, Cabinet Secretariat, for fast-tracking industrial and infrastructure projects with investments in the range of Rs 100 to Rs 1,000 crore.

Speaking on the occasion of, Anil Swarup, Additional Secretary and Chairman of the Project Monitoring Group, Cabinet Secretariat, Govt. of India said “The concept of project management group evolved in the context of desperation among industries as large number of projects were getting stuck for want of clearance. So we set up a web based portal where in we allow any industry, earlier, with investment above `1000 crore register at portal, mention the problem ministry wise”. He said that the central portal started with 62 projects in July 2013 and now it has 445 projects. “The states do not see it as central directive but as a proposition beneficial to them”, Anil Swarup said. Speaking about how to improve efficiency of the portal, he suggested industries to put up details of the projects in prescribed format.

Stating that chief minister of Andhra Pradesh coined AP as a sun rise state, MR. JSV Prasad, Secretary, Industries Department, Govt. of Andhra Pradesh said that for that to happen an enabling system is needed.

Dr. Shubhag Chand, HOD, Cabinet Secretariat Informatics Division (CSID), Govt. of India gave detailed presentation on “CCI Project Management System and State Level Investment Tracking Mechanism.”

Dr D.Sambasiva Rao, I.A.S, Secretary to Government, Infrastructure & Investment, Government of Andhra Pradesh has expressed his happiness on the launch of the portal and elucidated that such initiatives brings less burden or at times zero burden on investors to start the business in no-time. Therefore, it gives a positive signal to international community on doing business with India, more so with Andhra Pradesh.

Shiv Kumar Rungta, President, FAPCCI has welcomed the initiative and requested the business / investors community to take full advantage of the portal which would act as the most significant factor for the development and model for good governance.

J A Chowdary, co-chair of FICCI AP & Telangana State Council in his special address said that “FICCI is pleased to see the setting up of this transparent web based mechanism in the State which will speed up the clearances and ensure timely implementation”. This will also boost the prospective investors’ confidence to enhance the percentage of investments in the State in days to come.

Officials from Govt. of Andhra Pradesh, members of Federation of Indian Chambers of Commerce and Industry (FICCI) and Federation of Andhra Pradesh Chambers of Commerce and Industry (FAPCCI), representatives of industrial associations and industries were present on the occasion.
