Haryana: Awarded CSI-Nihilent e-Gov 'Award of Appreciation' for IntraGov Haryana Web Portal

The IntraGov-Haryana is aimed to provide a single point gateway which integrates government transactions and services within and across various departments as well as those between the government and its employees.

IntraGov-Haryana with integrated e-Office is a product that aimed at improving the government functioning through more efficient, effective and transparent intra-government transactions and processes. Various e-governance initiative for small information systems were got developed and employees has to remember many passwords for availing the benefit of the ICT for using different information system. State required an integrated framework for meeting its growing demand of  ICT tool in delivering prompt governance.

IntraGov Haryana brought together the previously independently developed functions and systems under a single framework. More than 12 subsystems, that existed independently, have been integrated at the back end, with single sign on secure access. Initially it was implemented in Haryana Civil secretariat and Chief Secretary’s office,  covering 2,500 employees over Intranet.

On successful implementation in Haryana Civil secretariat and Chief Secretary office, system  implementation has been extended to all employee of state government across the state. More than 2,23,000 employees of the state has been registered and provided user password on their mobile phones.

Processes Automated (http://intraharyana.nic.in ): Brief overview of main services and their implementation status are as under:

1.G2E Services: With the automation of GPF and Service records, the employees now can  access their GPF &  loan details on-line and take remedial action on time. The services provided to all the employees of the state include: Current GPF ,Previous GPF Statements ,Missing GPF Credit ,Final Payment, Loan Repayment Details, Loan NDC, Salary Slip  , Pension Case Status, New Admission to GPF, Annual Salary Statement  ,Missing Schedule, Service Book Details , Superannuation.

2.Employees Directory covering around 2.8 lacs employees, having information post wise, posting place wise. It also has superannuation information for all the departments and for all the post. It gives report of no. of employee’s retiring in a particular period for different post, which helps in advance planning for recruitment and process pensioner’s case. It also Helps the administration in posting /transfer in a rational way.

3.Centralized File Movement and Tracking System (CeFMaTIS):  More than 34 department/offices have implemented the system and many more in the line to implement various e-Offices application. With the implementation of CeFMaTIS, more than 27.50 lacs files/references have been registered and being monitored  using this software since 1st January 2009. 

4.Computerization  of the Record Room  having approximately 1.25 lacs  historic files was completed and it was found that more than 55000 files had outlived their life. Now each file in record room can be traced easily and with destruction of outlived  record state has been able to save precious storage space. Training to the e-Champions of the Branches was conducted so that they help the assistants in maintaining their current files. 

5.Role based Content management system was developed for uploading and publishing the documents. Public Domain Portal for Chief Secretary office ( www.csharyana.gov.in )  was launched so the citizen and employees can access the latest information on policy matters. This portal provides  all the latest  rules, instructions and notifications  issued by the CS office since inception of Haryana.  More than 3400 have been uploaded    on the portal using CMS. 

6.Departmental Court Cases / Litigations Monitoring System is integrated and training is provided to the departments. More than 27 thousand Court cases, running in different courts are being managed and monitored on the site. Critical alerts like contempt of court, data of filing of written statement, case hearing date etc. are generated alongwith various MIS reports.

7.Disciplinary Cases Monitoring System (under Rule 7 & 8)  is integrated and implemented. More than 3400 disciplinary cases are maintained and monitored by various departments.

8.Vigilance Cases Monitoring System is integrated and record/statue pertaining to each case is managed by different offices of vigilance department. This helps in monitoring of the cases and timely disposal.

9.Developments Works Monitoring System is integrated for monitoring the development works being executed at various places across the state. Chief Secretary used to review the progress of various development works in the state with DCs.

10.Library Books : Automation of library of Haryana Civil Secretariats having more than 50000 books along with bar-coding  and accounts of  members has enable the employee to see the current status of their account and can search a book of their interest. Apart from this now the library staff also able to send the alert for overdue books and new arrivals in the library. This activity has been done by the library staff themselves.

11.Work flow based RTI Applications management system was developed & integrated to receive and dispose the RTI applications.

 Innovations:

 •IntraGov Haryana brings together the previously independent developed functions and systems under a single framework. The subsystems that existed independently have been integrated at the back end. 

•e-Groups for all the Administrative Secretaries, HODs, DCs. Notified to send all official communications through email / publishing on web portal only. Done away sending print copies to around 1500 addresses. 

•All the employees have been provided user/password on their mobile or email. User can register with the portal and get user/password. Automatic verification & authentication from their salary data. User can access all the G2G & G2E service provided on the portal with Single Sign On (SSO). 

•Restriction of views & Permissions based on role and rights. Two level of role assigning authority is created one for whole state and other for departmental level. Users can access the services, upload the content and publish the contents as per their authorization.

•Extraction of data from the backend databases of various applications, managed by different departments,  through APIs & Web Services to provide a comprehensive data view to individual employee, with secure access & authorization

•Portal has been hosted on central servers in NIC Haryana State Data Centre at Haryana Civil Secretariat.   

The awards will be presented at the ceremony scheduled on Saturday, 14th Dec 2013 from 1600 to 1800 hrs at Hotel Novotel, Vishakhapatnam as part of 48th Annual Convention of Computer Society of India (CSI-2013).
