Persons with Disabilities (PwD) now able to access information online (http://scpdodisha.nic.in)
Hon’ble Chief Minister, Odisha, Sj. Naveen Patnaik inaugurated the official website of the State Commission for Persons with Disabilities, Odisha on dt-27.04.2013 at 3rd Floor Conference Hall, Odisha Secretariat in a meeting organized by Women and Child Development Department, Govt. of Odisha.
While inaugurating the website, CM highlighted that the State Commission for Persons with Disabilities portal is accessible to all users, irrespective of the device and technology in use or ability. It will provide maximum accessibility and usability to its visitors like Persons with Disabilities (PwD). A user with visual disability can access this website using assistive technologies, such as screen readers and screen magnifiers. It will make them able to access information on various developmental programmes of Government for PwDs online.
Commissioner cum Secretary, Women and Child Development (WCD) Department, Mrs. Arati Ahuja, I.A.S., briefed about various developmental activities and plans for Disable persons and extended all support for this accessible website.
The website, first of its kind in Odisha and one of the unique sites in eastern region, has been developed by National Informatics Centre with the active involvement of Odisha Disability Commissioner Mrs. Kasturi Mohapatra. She spoke about the website, and explained that medical officers can upload disability certificate through this portal which can be cross verified by the Commissioner. Now persons with disabilities can file complaints online to the Commission through this portal. The web site was demonstrated by Dr. R.N. Behera, Sr. Technical Director, NIC. Shri S. K. Panda, Dy. Director General, NIC explained that the website is accessible to differently abled persons and file online complaints.
The website complies with web standards and follows principles of usability and universal design to meet Guidelines for Indian Government Websites. The website adheres to level AA of the Web Content Accessibility Guidelines (WCAG) 2.0 laid down by the World Wide Web Consortium (W3C). It satisfies Indian Government Web Guidelines (GIGW) and complies with Cyber Security norms.
The portal contains vital information on various programs & schemes meant for Persons with Disabilities, Acts, Rules, Forms, employment & education, which are the main focus areas of the web information. Apart from these, Person with Disabilities can file a complaint online and can check further status online. Medical Officers can upload Disability certificate online to this portal which can be accessible to Disability Commissioner and District Collectors. Any fake certificate issued can be cross checked through this system.
Among the dignitaries present on the occasion include Hon’ble Minister, Women and Child development Department, Development Commissioner, Odisha, Secretaries of Home, Urban, WCD and concerned departments who lauded the effort by Disability Commission and NIC.
