Land Records and Land Registration System Reforms in Uttar Pradesh

A conference was organized by the Stamp and Registration Department on 22nd December 2012 at Yojna Bhawan, Lucknow Uttar Pradesh. The occasion was graced by the presence of Chief Secretary Uttar Pradesh Shri Jawed Usmani, Secretary IT, Government of India, Shri J. Satyanarayan, Principal Secretary, Department of Revenue, Andhra Pradesh Shri Vinod Kumar Agarwal, IGR Maharashtra Shri S. Chockalingam and IG Registration Uttar Pradesh Shri Alok Kumar.  The purpose of the conference was to exchange ideas and experiences of different states for integration of the Land Records and Land Registry system in the state. It also aimed to provide a common platform to the government and businesses to interact and share the knowledge on technology and other IT systems available to address different issues in implementing the project in a vast state like Uttar Pradesh. Presentations were made by government officials and private vendors focusing on overall land reforms and on the potential reforms in registration system prevalent in the country.

While addressing the conference the chief secretary, GoUP Shri Usmani emphasized that integration of land record and registration is a critical requirement as both these services have a huge impact on governance. Shri Alok Kumar, IGR, Uttar Pradesh informed that the modernization of PRERNA software, developed by NIC, UP for property registration (currently operational in 167 SROs of the state) will bring the service in fast track mode and help in exchange of information between different departments.

Secretary IT, Government of India Shri J. Satyanarayan also took a review meeting of all the e-Governance projects in Uttar Pradesh, he appreciated the efforts of state government & NIC UP in implementing NeGP projects such as UPSWAN, e-District, SSDG & state portal etc. He asked the project team to integrate more services with National Dash Board of e-Services and urged them to increase the number of transaction and expand the basket of services to the citizens. DDG and SIO NIC,UP Shri S.B Singh apprised the secretary of different activities going on in UPSWAN and statewide rollout of e-District project in the state.
