Subsequent to the NIC team presentation to ECL (Eastern Coalfields Limited) in May 2011, the Board members of ECL desired to have a look of this Mission Mode project of eProcurement software developed by NIC.  It is pertinent to mention that a project proposal has been submitted by NIC to ECL in June 2011.

The GePNIC version for MCL is a step forward in GePNIC where comprehensive Technical Evaluation has been incorporated as per CIL (Coal India Limited) manual thus eliminating the subjective analysis during tender Evaluation and Finalization.

Eastern Coalfields Ltd, a subsidiary of CIL under the Ministry of Coal, Govt of India, is the mother of the oldest coalfield of India, Raniganj Coalfields. Way back in 1774 the first mining operation of the country was started in this coalfield. Spread over an area of more than 1600 sq km in West Bengal and Jharkhand, ECL is known for producing the best quality of non coking coal in the country with lower ash content.

NIC Orissa E-Procurement team members comprising Shri A.K Hota, TD & Shri Nihar Ranjan Biswal , PSA visited ECL, Asansol  on 15th July 2011 for presentation to ECL Board.

Features of GePNIC, making it fully compliant with CIL Manual for tendering adhering to CVC guidelines and other Security issues were discussed during the presentation. The meeting was chaired by Shri Rakesh Sinha, CMD, ECL.

The Board appreciated the effort and also invited NIC for a presentation at CIL HQrs level with a greater possibility of it’s replication across all CIL subsidiaries.

This adoption of MCL version of GePNIC would immensely help CIL subsidiaries with transparency and other benefits of G2B application. This would also enable NIC with ease of managing fewer servers with single instance running for all these companies instead of separate servers for different companies as all follow CIL manual for tendering activities.
