Hindi Seminar Organized by the National Informatics Centre, Chhattisgarh State Centre
National Informatics Centre, Chhattisgarh State Centre, Nava Raipur Atal Nagar, Raipur organized a Hindi Seminar on the topic “Scientific Nature of the Devanagari Script” on 05 June 2026 for officers and employees working in the Secretariat and District Offices.
The seminar commenced with a welcome address by Shri Rishi Kumar Rai, Deputy Director (IT) and Hindi Officer**, who extended a warm welcome to the officers and employees present in the hall as well as to the district officials who joined through video conferencing. Thereafter, while introducing the theme of the seminar, he introduced the guest speaker, Dr. Divakar Singh Rathore, Joint Secretary, Finance Department, Government of Chhattisgarh.
Shri Tej Narayan Singh, State Informatics Officer and Deputy Director General, welcomed the guest speaker by presenting a plant sapling as a token of appreciation.
During his address, Dr. Divakar Singh Rathore elaborated on various aspects related to the Devanagari script, including the concept and types of scripts, the world's oldest inscriptions, the meaning and significance of Devanagari, the evolution of scripts in India, the development of the Devanagari script, the scientific classification of the alphabet, classification based on place of articulation, nasality and anusvara, classification based on breath and phonation, and classification based on vibration. He provided valuable insights and enriched the participants with important information on the subject.
Subsequently, Shri Tej Narayan Singh, State Informatics Officer and Deputy Director General, appreciated the insightful presentation delivered by Dr. Rathore and shared his views on the subject.
At the conclusion of the programme, Shri P. Ramarao, Senior Director and Official Language Officer, highlighted the relevance of the topic and remarked on how interesting and important the information was for all participants. He expressed his gratitude to the guest speaker for his enlightening presentation and thanked all officers and employees for their active participation in the seminar.
