Honorable Assam Chief Minister Launches Four NIC-Developed Solutions
Assam has taken a significant leap forward in digital governance as Hon'ble Chief Minister Dr Himanta Biswa Sarma launched four transformative digital solutions developed by the National Informatics Centre at a ceremony held in Guwahati on 12th March 2026. The solutions — Karma Setu: Human Resource Management System, Online Trade License under Sewa Setu, Payroll Management System, and eOffice District — are designed to modernize human resource management, streamline citizen services and strengthen paperless administration across the state.
Karma Setu: The comprehensive Human Resource Management System developed by NIC Assam and NIC Himachal Pradesh for the Commissionerate of Panchayat & Rural Development, Govt. of Assam, digitizes end-to-end employee lifecycle management. Developed under Manav Sampada platform of NIC, the system facilitates better management of personnel through electronic Service Record and enables the department to keep track of the exact number of employees, the retirement pattern and additional requirements in upcoming year for planning recruitments. By replacing paper-heavy HR processes with a centralized digital system, Karma Setu empowers departments to manage their workforce more efficiently, reduce administrative delays, and ensure accurate maintenance of employee data.
Online Trade License under Sewa Setu: The Trade License in rural areas of Assam is a dedicated service that facilitates the registration of business and trade activities operating within the jurisdiction of Gaon Panchayats across the state. It enables individuals, firms, and organizations to seek permission to establish and operate commercial activities in rural areas in accordance with the Assam Panchayat Act and other applicable government regulations — marking a significant step forward in citizen service delivery in rural areas. This service is delivered through Sewa Setu, the state's flagship citizen service delivery platform developed by NIC Assam, which currently offers over 900 services. Through the Sewa Setu Portal, applicants can submit their applications, upload required documents, pay fees digitally, and download the approved license — all from a single window — with real-time status updates via SMS and email ensuring complete transparency throughout the process.
Payroll Management System: Developed for the Panchayat & Rural Development Department, Govt. of Assam, this system automates and standardizes payroll processing for thousands of contractual government employees. The system features comprehensive employee management, automated monthly performance reporting and submission, and sanction order management. Employees are provided with a dedicated dashboard for easy digital access to their performance reports, payroll records, and salary slips. The system empowers the department to generate accurate reports, ensure timely disbursements, and maintain complete audit trails —improving financial accountability and enabling more transparent administration.
eOffice District extends the eOffice initiative to the district level offices (Zilla Parishad) of the Panchayat & Rural Development Department, Govt. of Assam. NIC's eOffice platform has already achieved 100ile adoption across all state departments up to the directorate level, creating over 8 lakh eFiles and processing more than 45 lakh receipts.
These solutions represent NIC Assam's ongoing efforts in building a robust digital governance ecosystem in the state. The launch stands as a testament to the committed partnership between the Government of Assam and NIC in Assam’s digital transformation journey.
