Hon'ble Chief Minister, Himachal Pradesh Launches "Home Guards Volunteers Management System"
Shri Sukhvinder Singh, Hon’ble Chief Minister, Himachal Pradesh launched the Home Guards Volunteers Management System software on 22nd March, 2026 in presence of Shri Rohit Thakur, Hon’ble Education Minister GoHP, Shri Kamlesh Kumar Pant, Additional Chief Secretary (Home & Revenue), Smt. Satwant Atwal, Director General Police (Home Guards), Shri D C Rana Director-cum-Ex-officio Special Secretary (Revenue & Disaster Management) and Shri Ajay Singh Chahal, DDG & State Informatics Officer, NIC Himachal Pradesh and other senior officers from Home Guards, NIC Himachal Pradesh were also present.
HGVMS - Himachal Pradesh Home Guard Volunteers Management System (https://hgvms.hp.gov.in/) is a powerful digital initiative by the State Government to improve coordination, efficiency and fairness for the deployment of Home Guard Volunteers across the Requisitioners. This application brings the entire lifecycle of Home Guard Volunteers Management onto a single digital ecosystem—right from Enrolment to Honorarium Processing ensuring transparency, accountability and efficiency.

The system facilitates seamless coordination among Headquarters, Battalion Commandants, Requisitioning Departments and Home Guard Volunteers, enabling efficient monitoring, analysis and faster decision-making at every level. The Home Guard Volunteers can also track their deployment and payment status in real-time.
The software has been designed and developed by NIC Himachal Pradesh for the Himachal Pradesh Home Guards. It is based on the robust microservices architecture and ensures secure, scalable and integrated access for all the stakeholders across the platform. The entire platform is containerized using Docker and deployed on the Linux Servers behind the NGINX (OpenResty) reverse proxy. The system follows a strict microservices architecture where each business capability is implemented as an independent service. Services communicate with each other via secured REST APIs. External traffic enters the system through NGINX (HTTPS), which routes requests to appropriate frontend UI containers and backend API containers.
