The Puducherry One Time Regularization Scheme for Unpermitted Constructions and Deviations 2025 was launched on 21 July 2025 by the Hon’ble Chief Minister Shri N. Rangasamy in the presence of Hon’ble Speaker Shri R. Selvam, Hon’ble Minister (IT) Shri K. Laksminarayanan, MLA Shri R. Baskar @ Datchanamourttty, Secretary (TCPD) Shri R. Kesavan, IAS, Chief Town Planner Shri K. Veeraselvam, and SIO, NIC Puducherry Shri Mahesh M Halyal. Senior officials from the Puducherry Planning Authority and NIC Puducherry, including Shri V. Bhuvaneswaran, Shri B. Shafiulla, and Shri A. Sundiramurthi, also participated.


The Online Building Permission System (OBPS) (https://obps.py.gov.in), designed and developed by NIC Puducherry, has been operational since June 2021. As part of its continued digital governance initiatives, an Online Building Regularisation System has now been integrated into OBPS to facilitate the one-time regularization of unpermitted constructions and deviations.

The new module enables end-to-end online processing — including application submission, scrutiny, payment of fees, and issuance of permissions — thereby reducing approval timelines, minimizing human intervention, and ensuring transparency.

Key Features of the Scheme.

1. Applicability: Covers all buildings constructed between 01 May 1987 and 16 July 2025 within the jurisdiction of Puducherry’s Planning Authorities, where structural works are completed and roof slabs laid.

2. Application Window: One year from the date of notification, via online submission only.

3. Fees:

A. Application Fee: Rs.5,000 (residential) / Rs.10,000 (non-residential).

B. Scrutiny Fee: Rs.20 per sqm (residential) / Rs.50 per sqm (non-residential).

4. Regularization Charges:

A.Residential: Rs.500 per sqm.

B. Mixed-use/Special buildings: Rs.750 per sqm.

C. Multi-storeyed: Rs.1,000 per sqm.

D. Government buildings: Exempt; Government-aided schools: 50% concession.

5. Exclusions: Certain categories of unauthorized constructions are ineligible for regularization.

6. Special Provision: Two-stage regularization process for individual flats.

The scheme serves as a one-time amnesty to regularize unauthorized buildings and deviations, preventing enforcement measures such as utility disconnections, registration holds, sealing, or demolition.
