Shri Sukhvinder Singh Sukhu, Honble CM, Himachal Pradesh Launches Banned Single Use Plastic eChallanHP Mobile App and Portal


On the Occasion of World Environment Day on 5th June 2025, Sh. Sukvinder Singh Sukhu, Hon’ble Chief Minister, Himachal Pradesh launched Banned SUP eChallanHP Mobile App and Software. The function was organised at Hotel Peterhoff in Shimla. Sh. Harish Janartha, MLA Shimla and Sh. Surinder Chauhan, Mayor Municipal Corporation Shimla were also present. Senior officers of Government of Himachal Pradesh, Sh. Prabodh Saxena, Chief Secretary, Sh. Duni Chand Rana, Director Environment, Science Technology and Climate Change, Sh. Anil Joshi Member Secretary, Pollution Control Board, Sh. Parveen Gupta, Additional Director, Environment Science Technology and Climate Change and Dr. Suresh Attri Chief Scientific Officer, Environment, Science Technology and Climate Change were also present on the occasion.
The complete solution comprising of web-based application software and Mobile App both for Android and iOS has been developed by National Informatics Centre, Himachal Pradesh State Centre, Shimla. The launched Software enables the various officers authorized by the State Government to perform Challan of people or institutions making use of Banned Single Use Plastic items using the “Banned SUP eChallanHP” Mobile App. The Mobile App is available on both Android Play Store and iOS App Store. The Web Application is available at https://bannedsup.hp.nic.in which facilitates the higher authorities like Deputy Commissioner, Superintendent of Police and the officials of Nodal Department, Environment, Science Technology and Climate Change, Himachal Pradesh to monitor the challan related activities performed by various Authorized Officers. The solution is integrated with Manav Sampada using which the administrator of any Department can assign the role of using this application to any official of the Department as per the authorities defined in the act.
The challaned person/institution can pay the fine instantly by scanning the QR Code generated on the mobile app being used by the authorities. The individual also has option to pay the compounding fee later by visiting the portal or the mobile app and login using mobile number mentioned in the challan and verifying the number using OTP. The individual can pay any pending challan using the option available in the Mobile App and portal which is integrated with payment gateway. Since there is complete ban effective on Single Use Plastic in the State of Himachal Pradesh, therefore to monitor and check the effectiveness of ban and to punish the offenders for violations in the State for using and littering of SUP challans are imposed under the H.P. Non-Biodegradable garbage (Control) Act, 1995. There are various notifications issued under the H.P. Non-Biodegradable garbage (Control) Act, 1995 for banning the SUP in the State.
