Transparency in Public Procurement through GePNIC

With the objective to bring total transparency in Public Procurement, Govt. of Mizoram conducted two days’ workshop at State Capital Aizawl on 17th and 18th Nov 2016. State has been using the online eProcurement system of NIC called GePNIC for quite some time. To implement the same across the state, recently Govt. of Mizoram fixed Rs. 1 cr. threshold limit for all contracts to be done in online mode with participation of all departments which is a significant step towards this objective. 

First day of the workshop was chaired by Chief Secretary to Govt. of Mizoram Mr. Pu Lalmalsawma, IAS at the New Secretariat Building. Addressing the audience having Secretaries and representatives from most of the departments, he stressed upon the transparency through online mode of tendering and State’s commitment for this Mission Mode Project.

The meeting followed with participation by Secretaries of various departments for interactions on State specific issues and implementation plan. Mr. C Lalhmachhuana, Secretary, ICT department, Govt. of Mizoram emphasized commitment of the State to implement Online tendering in a phased manner to cover all departments including goods and services in due course. Mr. Lalthlamuana, Chief Informatics Officer while giving vote of thanks focused the close working between State ICT department and NIC to make this important integrated MMP a success in the State of Mizoram.

Second day of workshop at NLUP conference hall witnessed enthusiastic participation from all most all departments of the State and the interactive session was focused with live presentation of the online tendering process.
Mr. Vanlalringa, Informatics Officer from ICT department while giving Vote of thanks to participants and Resource persons from NIC, Mizoram and NIC, Odisha  sought continuous support both in terms of technical input and possible process upgradation for the greater success of the project.

The presentation and demonstration included the entire process of Online tendering from Tender Preparation till Award of Contract including Tender approval, Online Publishing, Technical opening, evaluation, financial opening, evaluation with comparison chart generation and L1 bidder selection. Other facilities like corrigendum creation and live participation by bidders were carried out along with Technical Deliberation on DSC technologies, various security functionalities and other functional requirements like CVC guidelines, IT etc.

Mrs. Lallianmawii Hnamte, SIO, NIC, Mizoram and Ms.  Lalhmachhuani, Scientist ‘C’ from NIC, Mizoram along with Shri Tapan Prakash Ray, Technical Director and Shri Nihar Ranjan Biswal, Scientist’ D’ from NIC, Odisha conducted the successful two days workshop with an agreed arrangement to conduct regular video conferencing with the user departments for sustained implementation and operation of the project.

The entire workshop was supported by Delhi Team led by Smt. Usha Saxena and team members Mr. Rama Amirtham and SP Jena with NIC, Chennai team led by Mr. K.S Raghavan and SS Selvan. SIO, Odisha Mr. P.K Pramanik and Dr. A.K Hota provided all encouragements and backend support for the success of the said workshop. SIO, Mizoram expressed her heartfelt thanks to Mr. C Lalhmachhuana, Secretary, ICT department, Govt. of Mizoram for holding such workshop and extending all facilities for the overall success of the project.
