Address by Sh. Nitish Kumar, Chief Minister, Bihar to Panchayat Representatives through Webcasting service of NIC

Two one-day Orientation Programme for newly elected 3-tier Panchayat Representatives were conducted on 21st and 22nd July 2016 at State / District level by Panchayati Raj Department, Govt. of Bihar. Shri Nitish Kumar, Hon’ble Chief Minister of Bihar addressed the Panchayat Representatives both days during the programme through Webcasting service of NIC from the Conference Hall of Main Secretariat, Patna. The programme was conducted under the administrative guidance and functional supervision of Shri Arvind Kumar Choudhary, IAS, Secretary, Panchayati Raj Department, Govt. of Bihar and Shri Kuldip Narayan, IAS, Director, Panchayati Raj Department and Project Director, Bihar Gram Yojna Society, Govt. of Bihar. The Programme was managed by District Magistrates (DM), Deputy Development Commissioners (DDC) and District Panchayati Raj Officers (DPRO) in all 38 Districts of Bihar.

On 1st day of the Programme, Mukhiya, Panchayat Secretary and Members of all 8398 Village Panchayats (Gram Panchayat), Pramukh and Members of all 531 Block Panchayats (Panchayat Samiti) and Chairman and Members of all 38 District Panchayats (Zila Parishad) of Bihar along with Block Development Officers (BDO), Circle Officers (CO) and Block Panchayati Raj Officers (BPRO) of all Blocks and District Magistrates (DM), Deputy Development Commissioners (DDC) and District Panchayati Raj Officers (DPRO) of all Districts of Bihar were present at their respective District headquarters level. Chief Minister, Panchayati Raj Minister, Chief Secretary, Principal Secretaries / Secretaries of Govt. Departments and functionaries of Panchayati Raj Department were present at the State level function.   

Similarly, on 2nd day, Sarpanch, Nyaymitra and Members of all 8398 Village Courts (Gram Kachaheri) of Bihar along with Block Development Officers (BDO), Circle Officers (CO) and Block Panchayati Raj Officers (BPRO) of all Blocks and District Magistrates (DM), Inspector General (IG) of Police, Deputy Inspector General (DIG) of Police, Superintendent of Police (SP), Deputy Development Commissioners (DDC) and District Panchayati Raj Officers (DPRO) of all Districts of Bihar were present at their respective District headquarters. Chief Minister, Panchayati Raj Minister, Law Minister, Chief Secretary, Director General of Police (DGP), Principal Secretaries / Secretaries of Govt. Departments and functionaries of Panchayati Raj Department were present at the State level function.   

Internet connectivity was established at the programme locations of all the Districts through BSNL’s Broadband as well as Datacard of private service providers to access the Webcast. Also, Laptop and Projector were installed at all the locations to deliver the Webcast.

NIC Bihar State Centre and NIC District Centres of Bihar provided all the required technical support for the Webcasting under the leadership of Shri Rajesh Kumar Singh, Sr. Technical Director & State Informatics Officer, Bihar. The Webcasting studio is established at NIC CS-Cell, Patna under supervision of Shri Shailesh Kumar Shrivastava, Technical Director and Shri Ashok Kumar, Technical Director and e-Panchayat Project Coordinator with technical support of Shri Ashok Kumar, Technical Director and Incharge, NIC CS-Cell and Shri U. P. Mitra, SSA, NIC CS-Cell. DIOs / DIAs of NIC District Centres provided their technical support at the District levels.

The programmes on both days were a grand success with excellent Webcasting. Panchayati Raj Department thanked NIC Bihar to make the event successful and provided an appreciation letter to NIC Bihar.
