Haryana : Disbursement of Social Security Pension of July, 2015 through Banks / Post Office directly into the Accounts of 10,00,000 beneficiaries

NIC Haryana state unit, has designed and developed an application for Social Justice and Empowerment department for online handling, monitoring and managing pension benefits disbursal to  more than 23 lacs beneficiaries under 8 Social Security Pensions schemes namely Old Age Samman Allowance, Widow & destitute pension, Disability pension, Ladli Social Security Schemes, Financial Assistance to Destitute Children, Allowances to Eunuchs, Allowances to Dwarfs and Financial Assistance to Non-School going Disabled Children has been started through Banks/Post Office Banks/VodaFone m-Paisa

 Application has interface for all 21 DSWOs to add/delete/update/ Migrate the beneficiaries and generate district level reports. On the  other hand 62 banks, the Post offices, VodaFone m-paisa and other organizations like PACS, CSC etc have been provided with online interface to download the list of beneficiaries to open their accounts and upload the same into the database. Afterwards, state level data processing done to generate bank/post office/VodaFone wise FTO (Funds transfer orders) along with the list of eligible beneficiaries with their account numbers to credit the accounts of beneficiaries.

The disbursement of Social Security Pension through banks/post office banks was started with 51 villages from the month of pension of Feb, 2015, paid in March 2015 and has gradually grown to 1744 villages ( having a Building wala bank, Post Office bank, BCA, PACS sale point or Vodafone M-Pesa Agent) and all the 81 towns of Haryana covering almost half the pensioners of the state thus marking the successful completion of 1st Phase of Direct benefit transfer of Social Security Pensions.  Eight methods for pension disbursement has been explored  including Banks, Branch Post Offices, Resident BCAs, Additional BCAs, PACS, Vodafone M-Pesa, Common Service Centres and Gramin Dak Sewaks. The biggest benefit is that the Beneficiaries can withdraw the amount as per their requirement as and when they feel convenient.

 

In this context Hon'ble CM  announced that now anybody can just feed one's Pension ID and see his/her Pension ledger along with arrear details  month wise for 2015-16 or even 2014-15 on the link http://web1.hry.nic.in/socialjusticehry/Ben_Inf.aspx. So once a beneficiary is sure that the pension is in the  account, (s)he can draw it whenever (s)he wants. In fact Vodafone even sends you an SMS that pension has arrived.

The system has provision of Arrear calculations also. That is some beneficiaries who had not opened and uploaded their bank accounts, their Manual cash pension disbursement is stopped  and they will get pension and admissible  arrears in their bank accounts only as and when their accounts will be uploaded.

So far the State Govt has sent Pension directly into the accounts of more than 10 lacs beneficiaries while the rest will go through Gram Sachivs/Sarpanches  that is the old system.. Now there will be no scope of misappropriation and pension will simply flow in to each account and pensioners can draw at his will. Every three months he must draw the amount personally or provide Jeevan Parman.
