Integration of PFMS with various Social Sector Schemes in Uttar Pradesh

Government of Uttar Pradesh in consultation with NIC, UP State Unit, Lucknow adopted the Public Financial Management System (PFMS) of GoI in 2014-15 for transferring fundsdirectly to the bank accounts of beneficiaries (students/ pensioners) covered under various welfare schemes of the government such as scholarship and social pension schemes including the Samajwadi Pension, Old Age Pension, Widow pension and Handicap Pension. Through this system around 1.2 crore beneficiaries were covered whose scholarship/ pension amount was transferred directly to their bank accounts after proper integration with PFMS.

A one day conference cum workshop on integration of PFMS with various Social Sector Schemes was organised on 4th July 2015 at Yojna Bhawan Lucknow. Around 90 participants from departments of Social Welfare, Backward Class welfare, Minority Welfare, Women Welfare, Handicap Welfare, Finance, State Bank of India and other National/ Private Banks attended the workshop. Mr. Subodh Kumar Mathur, Jt. CAG, Mr. Alok Verma, Dy. CAG along with senior officials from PFMS, New Delhi was also present during the conference.

The conference was inaugurated by Mr. Sunil Kumar, Principal Secretary, Social Welfare Department, GoUP. He welcomed the dignitaries and gave a brief introduction of various social sector schemes being integrated with PFMS. He informed that the projects were directly monitored by Hon'ble Chief Minister of Uttar Pradesh and appreciated the work done by NIC Uttar Pradesh in implementing the flagship projects thereby introducing transparency in the System. He also appreciated the support provided by Dr. Saurabh Gupta, State Informatics Officer and Mr. R.H.Khan, Senior Technical Director & project coordinator and applauded their hard work in field of IT in eGovernance, especially in social sector schemes.

Dr. Saurabh Gupta, State Informatics Officer also briefed the participants on IT interventions in Social Sector Schemes. A presentation was given by Mr. R.H. Khan, Sr. Technical Director on the project highlighting the various different issues encountered and mitigation techniques adopted during the integration with PFMS for transfer of funds.

Mr. Subodh Kumar Mathur, Jt. CAG, GoI discussed various issues and their resolution. Mr. Alok Verma, Dy. CAG, GoI put forward different technical aspects related with the system. The meeting concluded with the vote-of-thanks from Mr. Mukesh Mittal, Secretary, Finance Department, GoUP.
