Haryana : Aadhaar Enabled Biometric Attendance System (AEBAS) launched by Chief Minister on 2nd May, 2015 in Haryana Government

As part of  ”Digital India”  program, the DeitY, Govt of India, alongwith NIC have implemented Biometric Attendance System (AEBAS) in Central Government Ministries/Departments in Delhi since October 2014. The implementation of system in Central Government in Delhi is seen to have had a significant positive impact on attendance of employees, bringing greater discipline & punctuality in the government offices.

Taking forward, Chief Minister  Haryana has launched Aadhaar Enabled  Biometric Attendance System (AEBAS) on 2nd  May, 2015 in Haryana Government Secretariats, all District Mini Secretaries and 07 Departments/PSUs in Phase-I, from Mini Secretariat Panchkula. Phase-II will start w.e.f. June 2015 and Phase-III will start w.e.f. July 2015. Haryana is the first State Government to start implementation of the national standard AEBAS (which is implemented by Govt of India) on such a large scale. Prior to this only Jharkhand State has implemented their own Aadhaar Enabled Biometric Attendance Software w.e.f. year 2013.

This system provides an accurate non-repudiable record of attendance and has a dashboard with MIS which allows viewing of individual specific record of attendance as may be required.

The National Team at NIC Delhi/Pune has customized the central attendance system for Haryana government and provided all requisite Technical Support. Each employee is required to have his/her valid Aadhaar number, employee details (name, designation, office, reporting officer, mobile, email etc.) and a photograph. The Technical Nodal Officers have been designated and  have been provided the requisite training by NIC-Haryana Team on administration of web portal, operations & management of portal activities, training on configuration of BAS devices (Finger Print, Iris devices, Integrated BAS Tablet, Wi-Fi Access Point etc.). Hartron has procured the  Biometrics devices and  taken up  their installation at identified locations. While the State IT department has facilitated the project implementation, the Monitoring & Coordination is being done by the States Nodal Office for this project.
