With joint initiation of Excise Department, Government of Odisha, and National Informatics Centre, Govt. of India, operations of Excise department and OSBC relating to core activities of both Organizations have been undertaken towards the last quarter of 2013.  

Being two separate entities and also involving various other stake holders like manufacturers, retailers and other intermediaries the challenge even became more complex which demanded a thorough process study and possible re-engineering while adhering to the prescribed Acts and Rules of State and Central Government. Upon advice to the department and with formation of a core team the process mapping was studied and completed during the first quarter of 2014 where the synergy factors of neighbouring states like Jharkhand and Chhattisgarh were undertaken.

The project was meticulously planned and was primarily divided to be completed in two phases, with the first phase from indent generation by the supplier to supply at the depot through the process of permit generation by excise department and GRN by OSBC etc. The second phase has been planned to be with modules of registration and licensing system for suppliers by excise department and facilities of online process of retailers apart from a detailed integrated accounting system at OSBC and vehicle tracking system etc.

Before aiming for piloting, a demonstration of the software was arranged at NIC, BBSR where senior officials from State Govt., OSBC under the aegis of Principal Secretary, Shri S.P. Thakur, I.A.S., and other stake holders including major suppliers and retailers participated.

The software demonstration at NKN Hall of NIC, Odisha State Centre, Bhubaneswar witnessed a detailed deliberation among all stake holders. On this occasion, Sri S. P. Thakur, Principal Secretary Excise Department, Govt of Odisha, Shri S. K. Panda, DDG & SIO (NIC, Odisha State) inaugurated the session with participation by Sri. Dijaraj Kar, MD, OSBC , GM OSBC along with Superintendent of Excise and depot mangers across the country attending the programme with valuable suggestions and feedbacks.

Dr. A. K. Hota, STD, NIC Odisha State Centre gave a brief presentation on the process flow. Participants including Principal Secretary, Excise Department, MD, OSBC, Superintendent of Excise etc. actively participated in the whole session. Dr. Ashis Kumar Mahapatra, Scientist-D, NIC, Odisha, delivered the software demonstration.

 

Necessary Capacity building of the project has been completed with setting up the infrastructure like Servers and OS etc. at Data Centre, Bhubaneswar and other infrastructure at various other locations spread across the State. Various Process re-engineering (both BPR and GPR)  along with Capacity Building activities and  co-ordination with other State Departments were successfully carried by Shri Nihar Ranjan Biswal, Scientist-‘D’ NIC, Odisha.

State Govt. Team with MD, OSBC and other Excise staffs led by Excise Secretary and State NIC Team Dr. A. K. Hota, STD, Sri V. Venugopal Rao, TD, Sri Tapan Prakash Ray, TD, Sri N. R. Biswal, Scientist-D, Dr. Ashis Kumar Mahapatra, Scientist-D led by DDG and SIO Shri S.K Panda, NIC are looking for its successful implementation by the year end upon completion of certain other prerequisites of the project like Security Auditing and Domain Registration etc.
