Lt. Governor, Shri Girish Chandra Murmu presenting Special UT Award to Mr. Baiju Ubbot

Lieutenant Governor, Girish Chandra Murmu led the 10th National Voters’ Day celebrations across J&K by being part of a Voter’s Day awareness program organized by Election Department at the Convention Centre. Special Award was given to Shri Baiju Ubbott, Scientist-D, NIC UT Unit J&K for his outstanding contribution in electoral rolls and election management system in J&K.

It is pertinent to mention here that NIC J&K developed in-house and rolled out electoral rolls and election management system for the conduct of the elections to the Urban Local Bodies and Panchayats late in the year 2018. This included many products and services for both types of elections. The system was implemented in 1137 Municipal Wards in 79 Local Bodies as well as nearly 4500 Panchayat Halqas having 19 lakh and 57 lakh electors respectively. The Municipal Elections had not been conducted in the state since 2005 so it was extremely important to hold those and fulfill the promises made by the government. The modules included photo electoral rolls in 3 languages (Urdu/ Hindi / English), downloadable Rolls, Bi-lingual photo voter slips, MIS Reports, Dashboard, Statistics etc. This enabled the administration to conduct successful elections in even those areas which were having problems like bad weather, difficult topography and were impacted by insurgency.
