Online Forms Repository Portal Launched by Hon'ble Information Technology Minister, Himachal Pradesh

Smt. Vidya Stokes, Hon'ble Information Technology Minister, Himachal Pradesh, launched the Portal for Digital Forms and Aadhaar Enrollment Reporting Mobile Application at Shimla on 30th April 2016

Speaking on the occasion, Smt. Stokes said that the Information Technology Department has set up about 600 Aadhaar Enrollment Centres across the State for enrollment coverage. She said that for effective monitoring of enrollment in these Centres, a Mobile application has been developed by the Department of IT which is for the internal use of all Aadhaar Enrollment Centres working in Himachal Pradesh. It enables authorized users to upload the data of number of enrollments done in their respective centres, she added.

She said that three types of Aadhaar Enrollment Centres were set up by IT Department which included 126 CSCs at Block level, 30 DIT Permanent Enrollment Centres at District level and 450 Tablet Based Enrollment Centres in Anganwadis. The authorized enrollment operator can login into the application and enter daily enrollments, issues and feedback. The daily enrollment report is reflected on Aadhaar website of IT Department at https://aadhaar.hp.gov.in which is visible to all the stakeholders over the Internet, she added.

The Hon'ble Minister said that the other application, Himachal Forms Portal (http://himachalforms.nic.in), is a single source repository of all State Government forms which are used by citizens, businessmen, employees etc. These forms are categorized as G2C, G2E, G2B. Total 210 forms of 25 departments are available for download by the users. All 210 forms are available in PDF format and 146 of these forms are in fill-able PDF format so that the user is able to download and fill in the required details to finally print the computer typed version of the form, she added.

She said that these filled printed forms can then be submitted at the respective Departmental offices for availing the Government services. The citizens would not be required to obtain the physical copies before applying for the services, for which currently they have to visit concerned agencies, as the forms are linked to online services for certain forms being provided through the Internet. The relevant forms in Himachal portal are also linked to Public Service Guarantee (PSG) Act so that the users become aware about the time limit for the delivery of PSG services for which they are filling the form, she disclosed. Another important feature of the portal is that it allows free text search within the forms and has categorization under various types of services being availed through these forms.

Shri Sanjeev Gupta, Additional Chief Secretary (IT), Government of Himachal Pradesh, apprised the participants about the features of the applications being launched. Briefing about the Aadhaar coverage in the State, Sh. Gupta informed that Himachal Pradesh has already covered most of the population. However, Aadhaar enrollment is a continuous process and various types of enrollments were to be done including remaining population who have not yet enrolled, new born babies, people who require updation of demographic data like address, mobile number, date of birth and biometric updation of the children attaining the age of 5 and 15.

The Officers of the Information Technology, NIC and various departments were present on the occasion. The forms portal has been designed and developed by NIC Himachal Pradesh whereas the content is provided by different Departmental nodal officers through the Department of Information Technology, who also ensure that the content is in standard format only. The Mobile App has been developed by the Department of IT, Himachal Pradesh Government.
