Haryana: Launching of Priyadarshini Awaas Yojna (PAY)

The PAY Scheme, a demand  based 100% state funded scheme of Haryana Government, aims to provide Pacca houses to two lacs poor families, living in rural areas is launched by Hon’ble CM on 08th June, 2013 at Karnal.

Under the PAY scheme, all selected beneficiaries will be provided financial grant of Rs. 90100/- (81000/- for house and 9100/- for construction of Sanitary Latrine). Total amount will be given in three installments of 25000/- (In advance along with sanction letter), 35000/- (after construction of house upto lintel level) and 21000/- (On putting doors and windows in house).

The NIC-Haryana has developed comprehensive MIS Software to accommodate total workflow of the scheme. The software is implemented in all districts through respective DRDAs. The beneficiary level identification is being done and entered in software. In MIS, beneficiary has been taken from BPL Census survey list (modified till Oct 2008). Complete bank details and other data related to beneficiary have been added in this section.

Till now, 21970 beneficiaries have been registered in MIS for PAY till June 10, 2013 and a Lump sum amount of Rs. 33.50 Crore, as state share, has been entered for all districts.

In Karnal, 30 beneficiaries were identified from 6 blocks (5 per block, all from different panchayats and social categories), consolidated, proposed and sanctioned by DRDA. The sanction letters were generated for these 30 beneficiaries. Rs. 200 lacs were released to DRDA Debit account in the Punjab National Bank, Karnal.
Hon’ble Chief Minister Haryana, launched the scheme by distributing  the sanction letters to these  identified 30 beneficiaries.
Hon’ble Chief Minister also  transferred an amount of Rs. 25,000/- to the bank account of individual beneficiary,  using the Laptop  (PNB Network was extended to scheme launching venue) and the transaction showing successful transfer of Rs. 25000/- to  the bank account of the beneficiary was also printed at the venue itself.

Parallel functions to launch the PAY scheme have also been organized in all districts on same day (08/06/2013) by the respective Ministers/CPS/MLAs.

The launching of this Unique Scheme (first in the country) was very successful.
