"CARE (Central Application REceiving) Centre" at Tamil Nadu Pollution Control Board Corporate Office, Chennai was formally inaugurated on 4th December 2009 by the Hon’ble Minister for Environment, Government of Tamil Nadu to facilitate the industries in Tamil Nadu to help file applications and to expedite the process of issue of consent/authorization at a single point. In the first phase, this Centre will cater to the needs of industries/local bodies located in Chennai, Tiruvallur and Kancheepuram revenue districts. The intranet based application for the CARE centre was developed and implemented by NIC, Chennai.

The main objectives of this centre are to

  • To simplify and standardize the process of receipt of applications.
  • To effectively monitor the application status from the time of receipt of the application to its final disposal including issue of consent/order.
  • To enable the industries to know the status of their application.
  • To eliminate delays in receipt of application despatch of consent orders.
  • To offer all the above facilities at a single window.

Applicants from these 3 Revenue Districts have to submit the application forms for Consents along with documents in this CARE centre instead of submitting in District Offices. If the application is found to be complete, it is received after entering certain basic details of the application using this software. An acknowledgement slip is generated and issued to the applicant with the details like the Name of the Industry, contact details, type and category of the Industry and the Expected date of issue of consent/authorisation/order.

The applications received are then forwarded to the respective District Office for further processing. Regular updation of the data is taking place by entering details like forwarding the application to the District Offices, receiving the intermediate / final response from the District Offices, decisions taken at the Corporate Office are entered for each application as the present status of the Application.
Various MIS reports like Receipt summary, Pending Summary, Rejection Summary, Consents Issue Summary, Over Due List etc are generated using this software which are being periodically monitored by the Chairman and the Member Secretary, TNPCB.
