NIC Haryana successfully implemented SNA SPARSH model of Govt. of India

Sh. Anurag Rastogi, IAS, Additional Chief Secretary, Finance Department, Government of Haryana inaugurated the SNA SPARSH portal (https://snasparshhry.nic.in) on 23/01/2025 at Haryana Civil Secretariat. Sh. Sarbjeet Singh, ASIO & DDG and Sh. Jagdish Lal Mehendiratta, Scientist-E, NIC Haryana were also present on the occasion. Ms Sonal, Scientist-B is also part of the development team which developed the new application as part of IFMS Haryana under the guidance of Sh. Deepak Bansal, SIO and DDG, NIC Haryana.

Government of India has decided to introduce an alternative fund flow mechanism named SNA - SPARSH (Samayochit Pranaalee Sheeghr Hastaantaran- Real time System of Integrated Quick Transfers) for CSS funds through an integrated framework of PFMS, State IFMS and e-Kuber platform of Reserve Bank of India (RBI). It prescribes that “The principle of 'just in time release' should be applied for releases in respect of all payments to the extent possible” and to bring about more efficiency in cash management at both Centre and States level.

State Government has established a State Cyber Treasury wherein all payment files with SLS tags from the SNA/IAs are received for payment and the vouchers are compiled for accounting purpose. A Single Nodal Agency (SNA) is designated for implementing each State Linked Scheme (SLS) corresponding to a CSS. Single Nodal Agency is linked with State Treasury for bill submission.

Tri-partite testing of SNA SPARSH between State IFMS, PFMS and RBI e-Kuber was completed. Security audit of SNA SPARSH application was completed successfully. UAT testing was done by the Treasury department. Training was provided on SNA SPARSH to departments and their implementing agencies. Training was also provided to State Treasury officials. The first payment through this system has been done successfully on 18/01/2025. Bills of four more schemes have been sent to PFMS for payment.
