On the auspicious occasion of Deepawali, Himachal Government efforts to introduce enhanced transparency in the government functioning got a new impetuous when all the Principal Secretaries and Secretaries along with Chief Secretary Himachal Pradesh gathered at Himachal Pradesh Institute of Public Administration for a demo cum discussion session on RefNIC (Reference Monitoring Information System) developed by NIC Himachal Pradesh which is a standardized way of Diary and Disposal system being implemented at HP Secretariate including in many departments.

RefNIC is a standardized system of Reference/PUCs Monitoring and till date 13.81 Lakhs PUCs have been entered at HP Secratariate and 13.5 lakhs have been disposed off showing the effectiveness of RefNIC in improving the efficiency & image of government functioning.

A live demonstration of web-based RefNIC software was given and all senior officials were informed about viewing monitoring reports. Though the Administrative Secretaries are using the system, the demo cum discussion session was organized for solving the queries and to ascertain additional requirements. They were informed about the ways to get the better result in disposal of references by merely looking into the reports fitted in the RefNIC software. The Chief Secretary was very much impressed by the software and encouraged all the senior officers to personally monitor the references and speedy disposal with the help of RefNIC. After demonstration, a hands-out session too was arranged for the officers which further enhanced the understanding of the RefNIC software.
A demonstration of ekosh(Financial System Reporting) was also shown. This system makes available various financial reports with a click of mouse is a very effective way of monitoring the financial position of the state(Payments & Receipts) from the perspective of Administrative Secretaries, Head of Departments, Drawing & Disbursing officers, AG Office etc. who not only get the actual data but in timely manner. The system utilizes the treasury data entered in respective treasuries / sub-treasuries and after assimilation is presented in around 82 different queries. The reporting services are developed in such a way that any report on requirement can be prepared in no time. The system was appreciated by all present in the demonstration.

Principal Secretary(IT) to the Government of Himachal Pradesh gave a demonstration on SMS Gateway and the activities to be brought under its ambit which will not result into speedilier & better services to the citizens but lead the state towards m-governance thereby extending the horizon of e-governance in which state of Himachal Pradesh has been rated as second in the country.

The State Informatics Officer, NIC Himachal Pradesh also gave a brief demo of a grievance management system (eSamadhan) by showing a grievance case where the common citizen utilized the software and Youtube for redressal of the complaint.

The demo cum discussion session on various softwares was appreciated by all present at this occasion. The demonstration session has been proved to be very effective as is evident from the fact that after the demonstration, the requests are being received for refresher trainings and help in better implementation by various Administrative secretaries
