The Ministry of Rural Development (MoRD) has launched an Artificial Intelligence (AI)-enabled Rural Internal Audit Portal to modernise internal audit processes and strengthen transparency, accountability, and efficiency in the implementation of rural development programmes. The portal was inaugurated by Shri Shivraj Singh Chouhan, Union Minister for Rural Development, during the National Rural Development Conference held at the Pusa Campus, New Delhi, on 28 June 2026.
Conceptualised by the Office of the Chief Controller of Accounts (CCA), Ministry of Rural Development, and developed with technical support from the National Informatics Centre (NIC), the portal provides a unified digital platform for managing the complete internal audit lifecycle—from audit planning and execution to reporting, compliance monitoring, and closure of audit observations.
The initiative replaces fragmented, paper-based audit processes with an integrated digital system, enabling risk-based and compliance audits across rural development programmes. By centralising audit records, reports, and compliance data, the portal enhances transparency, improves institutional learning, and enables timely monitoring of audit findings.
The portal supports end-to-end digital audit management, including audit scheduling, preparation of audit memoranda, report generation, approval workflows, and digital record management. It also features a centralised repository for audit observations and action taken reports, ensuring that historical records are readily available for future reference and analysis.
A role-based access framework enables secure participation by auditors, auditee organisations, programme divisions, state governments, district authorities, and approving officials. Interactive dashboards provide real-time insights into audit coverage, pending observations, compliance status, and financial irregularities, while a GIS-enabled interface helps identify unaudited locations to facilitate risk-based audit planning.
The portal was developed using a scalable technology architecture aligned with Government of India standards for digital governance. It incorporates robust security features, including role-based access control, secure API integration, audit logging, automated exception handling, regular security assessments, and disaster recovery mechanisms to ensure the integrity and availability of audit data.
The ministry also plans to progressively integrate advanced AI capabilities into the platform to support predictive analytics, pattern recognition, automated risk assessment, and intelligent audit planning. These capabilities are expected to help auditors identify high-risk entities, prioritise audit activities, and strengthen evidence-based decision-making.
The Rural Internal Audit Portal has already received in-principle approval from the Office of the Controller General of Accounts (CGA), Ministry of Finance, for adoption across Principal Chief Controller and Controller of Accounts offices in civil ministries and departments, recognising its potential as a model digital audit governance platform.
By leveraging digital technologies and artificial intelligence, the Rural Internal Audit Portal marks a significant step towards strengthening public financial management, improving programme oversight, and fostering transparent, accountable, and data-driven governance across India's rural development ecosystem.
