Hon’ble Lieutenant Governor of Ladakh Launches Multiple e-Governance Services on UT Foundation Day

On the occasion of the Union Territory Foundation Day, 31st October 2025, the Hon’ble Lieutenant Governor of Ladakh, Shri Kavinder Gupta, launched a suite of digital governance initiatives — the Raj Niwas Ladakh website, the Online Building Permission & Occupancy System, and the onboarding of Raj Niwas on the Swagatam Portal.

Developed and implemented by the National Informatics Centre (NIC), these initiatives mark a significant stride in the Union Territory’s journey towards transparent, accountable, and citizen-centric governance. The platforms are designed to enhance public service delivery through seamless digital integration, ensuring that services are accessible, efficient, and time-bound.

The event commenced with the lighting of the traditional lamp, followed by an address by Dr. Pawan Kotwal (IAS), Chief Secretary of Ladakh, who highlighted the UT Administration’s progress in adopting technology-driven solutions to improve governance and public service delivery. The ceremony was attended by Administrative Secretaries, Directors, officers of Raj Niwas and the UT Administration, and NIC officials.

In his address, Hon’ble Lt. Governor Shri Kavinder Gupta emphasized the crucial role of digital initiatives in transforming governance and improving the quality of life for citizens. He stated that these e-Services reflect the administration’s commitment to efficiency, transparency, and responsiveness, while fostering greater trust between the government and the people of Ladakh.

The launch of these NIC-developed platforms underscores Ladakh’s growing focus on e-Governance innovation, aligning with the vision of Digital India and reinforcing the Union Territory’s mission to create a digitally empowered, citizen-friendly administration.
